Paris FC have agreed to sign the Nigerian from Nantes for €7 million.
Simon will reportedly earn a staggering €300,000 monthly salary at the newly promoted club.
The 29-year-old decided to pitch tent with the modest side despite interest from Ligue 1 giants Lyon and Marseille, as well as Premier League club, Everton.
The tricky winger spent six years at Nantes after initially arriving on loan from LaLiga club, Levante.
He registered eight goals and nine assists for the Canaries last season.
