Cross River Governor Signs ₦104bn Supplementary Budget, Expands 2025 Fiscal Plan to ₦642bn


 

Cross River State Governor, Bassey Otu, has signed the 2025 Supplementary Appropriation Bill into law, adding ₦104 billion to the state’s budget and increasing the total fiscal outlay from ₦538 billion to ₦642 billion.

At the signing ceremony held Thursday in the State Executive Chambers, Calabar, Otu described the supplementary budget as a “strategic and deliberate intervention” to address changing economic realities and seize emerging investment opportunities.

He said the funds would fast-track major infrastructure projects, strengthen agricultural value chains, improve healthcare and education, bolster security, and create jobs through targeted investments.

“This supplementary appropriation will reposition our state for accelerated growth. Every kobo will be spent prudently for the benefit of all Cross Riverians,” Otu assured.

The governor also assented to three additional laws:

Cross River State Counterpart Funds (Amendment) Law 2025 – updating donor fund management structures.

Cross River State Roads Funds Law 2025 – creating a dedicated fund for rural and semi-urban road development.

Cross River State Electricity Law 2025 – establishing a legal framework for state-level power generation and distribution.

Speaker of the House, Elvert Ayambem, said the supplementary budget complies with constitutional provisions and focuses on priority sectors including economic growth, healthcare, justice, regional integration, and social services. He commended the governor’s fiscal discipline and pledged continued legislative support.
