The Federal Executive Council (FEC) has approved a total of ₦712.26 billion for the full-scale rehabilitation, upgrade, and modernization of Terminal One at Murtala Muhammed International Airport, Lagos.
Announcing the decision after the FEC meeting held on Thursday, July 31, Minister of Aviation and Aerospace Development, Festus Keyamo, said the project was awarded to China Civil Engineering Construction Corporation (CCECC). The old terminal will be completely stripped down to its structural core and rebuilt with modern mechanical, electrical, and plumbing systems. The project is expected to be completed in 22 months.
“We’re dismantling everything except the structural frame and rebuilding with entirely new mechanical and electrical systems,” Keyamo stated.
He emphasized the administration’s shift from minor repairs to full-scale reconstruction of key aviation infrastructure. In addition to Terminal One, FEC also approved the expansion of Terminal Two, including the development of a new apron, access roads, bridges, and supporting infrastructure.
Combined, these projects bring the total investment in Lagos airport to ₦712.26 billion—one of the largest ever in Nigeria’s aviation history.
To bolster airport security, the FEC approved a ₦49.9 billion perimeter fencing project for Lagos airport. The 14.6-kilometre fence will include CCTV surveillance, an intrusion detection system, solar-powered floodlights, and a patrol road, all connected to a modern command center for real-time monitoring.
Keyamo revealed that anyone approaching the fence will be instantly detected, with precise location tracking enabled.
The council also greenlit major upgrades at other airports:
Malam Aminu Kano International Airport (Kano): ₦46.39 billion approved for runway and taxiway rehabilitation, with upgraded airfield lighting to Category II (CAT 2) standards. Completion is expected in 24 weeks.
Port Harcourt International Airport: ₦42.14 billion approved for similar runway and lighting upgrades.
Lagos Airport: ₦44.13 billion allocated to upgrade airfield lighting on Runways 18L and 36R, and Taxiways B and C to CAT 2 LED systems, with a 30-week completion timeline.
Domestic Wing Apron Expansion (Lagos): ₦24.27 billion approved to reconstruct and convert over 82,000 square meters of apron space to ease aircraft movement and parking. The phased project will span about 17.5 months.
In a significant policy shift, FEC also approved a full business case for the 30-year concession of Akanu Ibiam International Airport, Enugu. The concession includes the completion and operation of the airport’s cargo terminal by a private consortium. Keyamo explained the move is aimed at reducing the financial burden of operating smaller airports on government resources.
