Fubara Swears In Anabraba as SSG, Urges Him to Shun Power Abuse

Rivers State Governor, Siminalayi Fubara, on Monday, officially swore in Benibo Anabraba as the new Secretary to the State Government (SSG), charging him to uphold integrity, serve diligently, and avoid the misuse of power.

The appointment marks Governor Fubara’s first major decision since his reinstatement following the lifting of the six-month emergency rule declared by President Bola Tinubu on September 18.

Anabraba, a former Minority Leader in the Rivers State House of Assembly under the All Progressives Congress (APC), also served as Commissioner for Housing in Fubara’s administration. His nomination was among those screened by Victor Oko-Jumbo, the former factional Speaker loyal to the governor.

Speaking during the swearing-in ceremony, Governor Fubara described the appointment as an act of divine grace.

“I congratulate you because this position can only be God’s doing,” Fubara said. “It’s a rare privilege. From the creation of Rivers State till now, only a few have been SSGs — unlike commissioners who are many. So, it’s a seat of honour. Guard that office with integrity, serve the people faithfully, and ensure that when you leave, you do so with dignity.”

Fubara expressed confidence in Anabraba’s capacity to perform, citing his track record of service.

“You’ve been a lawmaker and a commissioner, and I can attest to your commitment. This is not an opportunity to display power or pride but a call to serve. We’re emerging from a difficult period and must reassure our people that we mean well for them, especially now that peace has returned. Do your job with dedication to help us succeed.”

The governor’s return to office has triggered a wave of administrative adjustments as he reconstitutes his team and consolidates his leadership.

Anabraba’s appointment comes in the wake of Rivers State’s political recovery after months of turmoil. President Tinubu had, on March 18, 2025, declared a state of emergency in the state, suspending Governor Fubara, his deputy, and the House of Assembly following a prolonged political crisis between Fubara and his predecessor, Nyesom Wike.

During the emergency period, retired Vice Admiral Ibok-Ete Ibas served as Sole Administrator, suspending all commissioners, advisers, and board members appointed by Fubara.

With Ibas’ exit on September 18 and the subsequent lifting of the emergency rule, Fubara’s reinstatement has marked a new phase in Rivers State’s political and administrative landscape, beginning with the appointment of Benibo Anabraba as SSG.
